After Hurricane Hugo
in 1989, the strictest building code in the nation
was implemented. Utility lines were buried underground
so that electricity and phone service would not
be easily disrupted during hurricanes. These changes
were put to the test in 1995 when Hurricane Marilyn
swept through the Virgin Islands, causing catastrophic
damage to the island of St. Thomas. St. Croix
however, thanks to the many mitigation efforts
carried out after Hugo, was up and running in
a matter of days. For further information call
